Political System: Anguilla became a British Dependent Territory with some measures of autonomy in Government in December 1989. Under the constitution, the Queen is represented by a Governor, currently Peter Johnstone, who presided over the Executive Council and is responsible for defence, external affairs, internal security, the public service and offshore finance. On all other matters, the Executive Council has authority. The Executive Council consists of the Governor, the Chief Minister, currently Osbourne Fleming, and not more than three other ministers and two ex-officio members.
